Resilient DeKalb

The DeKalb County 2040 Resilient Management Plan

A practical framework for a stronger, healthier DeKalb.

ReDKB 2040 organizes policy, operations, investment and public accountability around one goal: build resilience residents can see, understand and measure.

A living management plan

Projects advance from planning to delivery as baseline evidence, legal authority, funding and departmental readiness are established.

Purpose

One County. One framework. Measurable progress.

Resilient DeKalb is the County’s first coordinated sustainability and resilience program, led through the Office of the Chief Sustainability Officer and backed by the Office of the CEO.

Operations

Cleaner County systems

Improve facilities, energy, fleet, water, waste and maintenance using reliable data and life-cycle decisions.

Communities

Health and opportunity

Connect resilience to food access, tree canopy, environmental justice, local jobs and neighborhood wellbeing.

Accountability

Public progress

Use common definitions, performance measures and an annual report to show what is active, planned and complete.

Pillar Zero

Measure first. Commit second.

The Countywide Baseline Audit is the control point for the entire plan. It establishes the inventories, consumption records and operating evidence needed before preliminary figures become binding County targets.
1

Inventory

Identify facilities, vehicles, systems, assets and service locations using stable records.

2

Reconcile

Correct conflicting square footage, billing, tonnage, coverage and asset information.
3

Set targets

Convert planning goals into verified commitments after the baseline closes.
4

Deliver

Sequence policy, procurement, budgets, installation, operations and community programs.
5

Report

Publish progress through common performance measures and annual reporting.

Why the website labels figures carefully

The uploaded policy package repeatedly states that bracketed estimates, unverified totals and internal working figures must not be presented as final County commitments. The site therefore distinguishes planning goals from adopted or verified values.

Governance

Leadership, departments and residents share the work.

The proposed governance framework places the Office of Resilience at the center of standards, coordination, reporting and evidence while preserving each department’s operating responsibility.

Executive sponsorship

Office of the CEO

Sets direction, aligns departments and advances the Countywide resilience mission.

Program leadership

Office of Resilience

Maintains standards, reviews, measures, reporting schedules and companion-policy coordination.

Delivery

County departments

Supply operating data and deliver the projects, services and maintenance systems within their authority.

Public review

Resident participation

Brings community experience and review into annual reporting, public engagement and program improvement.

Plan architecture

Thirteen connected flagship areas.

Twelve action areas and one financial spine make the work understandable without separating projects that depend on one another.
