These terms come directly from the uploaded Resilient DeKalb ordinance and fleet-policy framework so residents, departments and project partners use the same language.

Program framework

The definitions below are drawn from Section 9-4 of the proposed Resilient DeKalb Ordinance.
Capital project
A project carried in the County capital improvement program, or any construction, replacement, major renovation or major rehabilitation of a County asset.
Countywide baseline audit
The inventory and assessment of County assets, systems and consumption commissioned by the Office of Resilience.
Critical facility
A County facility designated under Section 9-9 of the proposed Resilient DeKalb Ordinance.
Performance measures
The nine reporting domains listed in Section 9-10 of the proposed Resilient DeKalb Ordinance.
Referenced standard
A published technical standard, code, rating system or methodology listed under Section 9-8 and cited by issuing body, title and version.
Resilience review
The documented evaluation required by Section 9-7 of the proposed Resilient DeKalb Ordinance.
Resilient
Conforming to a referenced standard identified under Section 9-8 for the asset class or project type in question.
Fleet and charging
EV infrastructure terms.
These subject-specific definitions are drawn from Section 3 of the draft EV Fleet and Charging Network Policy.
Electric vehicle
A battery electric vehicle drawing all propulsion energy from an onboard battery charged from an external source.
Plug-in hybrid electric vehicle
A vehicle with both an externally charged battery and an internal combustion engine. Under the draft fleet policy, it is not counted as an electric vehicle.
Conventionally fueled vehicle
A vehicle powered by an internal combustion engine, including gasoline and diesel units.
Charging asset
The equipment, enclosure, mounting, electrical service, protective devices and communications equipment that deliver electricity to a vehicle at a fixed location, together with associated make-ready work.
Port
A single connector capable of charging one vehicle at one time.
Networked
Connected to a communications service that reports required charging data and supports the capabilities identified in the draft fleet policy.
Energization
The date a charging asset is placed in service and is capable of delivering electricity to a vehicle under normal operating conditions.
Document-status note
These definitions reflect proposed and predecisional source materials. Final adopted language will control and this glossary should be updated whenever the governing documents change.
